Job Summary

The Human Resources Director position assists and supports the Executive Leadership Team (CEO, COO, CFO and other Departmental Managers) on matters related to general human resources management and regulatory compliance requirements by both Federal and State governments. This position encompasses a broad range of responsibilities from routine tasks to higher-level management duties and assignments. The position oversees and is responsible for all payroll functions for the District. This position will carry out supervisory responsibilities, in accordance with the District’s policies and applicable laws, with regards to managing the performance of the Accounting Administrative Assistant that includes training, planning, assigning, and directing work that is pertinent to payroll and human resources; observing and documenting individual performance and recommending merit increases, disciplinary actions, addressing complaints and resolving problems and any other personnel actions as required. Other general duties include, but are not limited to, recruiting and staffing, performance management systems, policy and procedure development, human resources program(s) implementation, compensation and payroll design and implementation, and training and development.

Detailed Job Description

ESSENTIAL DUTIES RESPONSIBILITIES include but are not limited to the following:

  • Leads all recruiting and staffing responsibilities necessary to meet hiring needs as required by the District.
  • Conducts all new hire on-boarding activities, such as new employee orientations, new employee training related to general Beaver Water District workplace job requirements, workplace rules and regulations. 
  • Oversees performance management system administration.  Handles monitoring of supervisors' timeliness in completing Job Performance Evaluations, including sending advance notices and past due notices to supervisors (and their supervisors) regarding same.

  • • Monitors and maintains all human resources regulatory compliance requirements as required by existing federal and state governmental bodies, such as Americans with Disability Act (ADA); Employee Retirement Income Security Act (ERISA); Fair Labor Standards Act (FLSA); Family Medical Leave Act (FMLA) all applicable discrimination laws, including Title VII of the 1964 Civil Rights Act and the Arkansas Civil Rights Act; the Health Insurance Portability and Accountability Act ("HIPAA"); the 1986 Immigration Reform and Control Act ("IRCA"); the Uniformed Services Employment and Re-employment Rights Act (“USERRA”); and all other legal requirements as monitored by the Department of Labor (DOL); the Equal Employment Opportunity Commission (EEOC); and all other applicable employment related laws.
  • Responsible for the administration of all required paperwork, record keeping and documentation with respect to human resources matters necessary to minimize risk and liability for Beaver Water District.
  • Manage and administer all payroll processing duties, including data input, pay adjustment calculations (pay merit increases, garnishments/child support, employee deductions, etc.), check/direct deposit processing and distribution, and responding to employment verification by third party or any other requirement related to successfully completing payroll in a timely manner or responding to payroll related requests.
  • Custodian of all personnel and payroll records and responsible for maintaining confidentiality of such records as prescribed by law and District policy at all times.
  • Respond to employee and supervisor questions concerning pay changes, vacation and sick leave calculations, and other payroll related matters. Functions as a point of contact for the distribution of numerous employee forms (change of address, direct deposit, benefits change forms, etc.), and proofreading to ensure the employees complete the forms correctly.
  • Responsible for final review of all job descriptions, including newly created positions, altered positions, and "combination" positions, checking for legal compliance, policy compliance, and accuracy issues. Conducts periodic self-audits to ensure descriptions remain current in their accuracy.
  • Responsible for maintaining job classification and compensation system, including pay matrix market review and editing; and for preparing and distributing employee communications regarding pay change related issues after approval from Executive Management and the District’s Board of Directors. 
  • Responsible to write, administer, and regularly monitor policy requirements necessary for Beaver Water District to maintain a productive and reliable workplace environment that is consistent with District standards. Responsible for maintaining current versions of all HR forms, policies, and processes, including Beaver Water District’s Employee Handbook, Policies, and Standard Operating Procedures after Executive Management approval. 
  • Participates in the administration, design, request for proposal, selection of provider, enrollment, and monitoring of services provided by vendor(s) for the Beaver Water District’s benefit offerings (Health insurance, Dental insurance, Life insurance, 401a Retirement Plans, Deferred Compensation plans, Medical and Daycare Flexible Spending accounts, Accidental Death and Dismemberment insurance, or any other employee benefit determined to be offered by the District, etc.), including communicating with Benefits Brokers as needed.
  • Monitors workers compensation claims to ensure employees are receiving care in a timely manner and to ensure good stewardship of the District’s funds. Responsible for handling employee or supervisor issues relating to workers compensation situations. 
  • Responds to and monitors unemployment benefits claims. 
  • Be available to listen, coach, and counsel employees and supervisory management regarding employee relation issues. In addition, analyzes employee leave, absenteeism, or disciplinary situations brought by the respective supervisors and/or assigned by Executive Management or Human Resources for legal compliance.
  • Develops and distributes company employee communications, including a monthly internal employee newsletter.
  • Responsible for development and instruction of curriculum that teaches respective staff of Beaver Water District the necessary information to effectively perform their positions. Areas of training and development curriculum may include, but are not limited to, Performance Management, Regulatory Compliance requirements, New Employee Orientation, Work Skills Training, etc.
  • Responsible for developing and administering Employee Safety, Health and Wellness and Recognition programs.
  • • All Beaver Water District supervisory positions require the employee to demonstrate leadership competencies by exhibiting appropriate role-modeling and setting proper examples. In addition, all District positions require the employee to provide good customer service to both internal and external customers, maintain positive and effective working relationships with other District employees (especially members, of his or her own team), and have regular and reliable attendance that is non-disruptive.
  • Directs the preparation of and adherence to the overall human resources budget.
  • Authors and proofs reporting requirements for the areas of human resources, as required.
  • Plans employee appreciation and recognition programs and events, as necessary or requested.
  • Manages third party selection and contracts for purchased services, such as temporary employment, professional placement, human resources consulting, etc.
  • Conducts research relating to new or innovative approaches in responding to human resources issues and challenges and evaluates their application to the District.
  • Other duties as assigned.


  •  Attends outside professional and community events that provide additional educational, recruitment, and recognition opportunities for the District.  Maintains ongoing affiliations with appropriate human resources networks and organizations.

  • Any other Secondary duty as assigned.

  •  Bachelor’s Degree from a four-year accredited college or university (major in business or Human Resources management or related areas preferred)
  • HR Certification Institute certification, such as Senior Professional in Human Resources (SPHR) or Professional in Human Resources (PHR); or Society of Human Resource Management (SHRM) Certified Professional (SHRM-CP) or Senior Certified Professional (SHRM-SCP) required. 


  • Broad, in-depth knowledge and experience of human resources functional areas, such as employment, regulatory compliance requirements, compensation, recruitment and staff planning, employee relations, performance management, training and development, typically acquired through six to eight years of experience directly related to human resources administration and professional certifications from HR Certification Institute or the Society of Human Resource Management. 
  • Strong project management experience with the ability to partner across functional teams. 
  • Must demonstrate ability to communicate well with all personnel using excellent oral and written communications skills.
  • Possesses strong group presentation skills and the ability to effectively conduct training sessions.
  • In-depth knowledge of payroll processing and payroll tax law and reporting requirements. 
  • Knowledge of Microsoft Office365 applications (Outlook, Word, Excel, PowerPoint, SharePoint, and Teams) required. 
  • Knowledge of Adobe and/or demonstrate the ability to learn the necessary application functionality is desired.
  • Willingness to perform routine administrative tasks, in addition to higher level human resource duties and assignments.
  • Experience in Benefits Administration, provider selection, and vendor management required.  
  • Prior supervisory/leadership experience is desired.
  • Ability to multi-task and work independently with little or no supervision.
  • Position requires high degree of organizational skills and ability to prioritize appropriately and meet deadlines.
  • Must have good leadership and teamwork skills, as well as good interpersonal skills, working courteously and effectively with other Department staff, District employees, job applicants, vendors, external customers, and others.
  • Any equivalent combination of education, experience, certifications, and training that provides the desired knowledge, skills, and abilities will be evaluated.


  • Strong working knowledge of governmental/municipal entities or quasi-governmental entities is preferred.
  • Must be able to successfully pass a pre-employment drug screen, and criminal background assessment.
